Myanmar used car import guide 2026: vehicle age, taxes and customs clearance

Sources checked: 28 September 2026. This guide covers used passenger cars with internal combustion engines imported as completely built-up (CBU) vehicles. The clearance procedures and tax examples assume that valid import approval has been obtained.

Summary

For a 2026 shipment to Myanmar, secure an import permit covering the vehicles, then check their manufacture year and steering position. Ordinary passenger cars must have been manufactured in 2025 or 2026 and must be left-hand drive. First registration does not determine whether a car meets the manufacture-year requirement. Standard import duty on ordinary petrol sedans is 30% or 40%, depending on engine capacity, with Specific Goods Tax (SGT), 5% Commercial Tax (CT) and 2% Advance Income Tax (AIT) calculated separately. On arrival, the importer files through MACCS, pays the assessed taxes and collects the vehicles after release. RTAD inspection and registration follow.

Ministry of Commerce Notification No. 120/2025: requirements for vehicle imports in 2026

  • Ordinary passenger cars: manufactured in 2025 or 2026.

  • Commercial trucks and buses: manufactured between 2022 and 2026.

  • Fire engines and ambulances: manufactured between 2017 and 2026.

  • All vehicles in these categories must be left-hand drive.

  • Eligibility is based on manufacture year. The date of first registration cannot replace it.

  • The notification updates the manufacture-year requirements for 2026 and leaves existing vehicle import policies unchanged. Meeting the year and steering requirements does not, by itself, grant permission to import.

2. Manufacture year and import eligibility

1. Secure import approval

In September 2021, Myanmar announced the suspension of vehicle import permits for individuals and consignment showrooms. Notification No. 120/2025 updates the manufacture-year requirements for 2026 while retaining existing import policies. Do not arrange shipment without a valid permit covering the vehicles, even if they meet the year requirement. Ministry of Information report on the suspension; Notification No. 120/2025

2. Check the manufacture year and vehicle category

Myanmar has no blanket rule allowing all used vehicles under five years old. A passenger car bought by a dealer for resale remains a passenger car; the dealer cannot apply the truck or bus year limits to it.

A car manufactured in 2024 and first registered in 2025 fails the 2026 passenger-car year requirement. A car manufactured in 2025 and registered in 2026 passes that requirement, but still needs import approval. These are calendar-year limits, not a rolling 24-month allowance. Official explanation of the 2026 policy, page 10

3. Steering position and vehicle inspection

1. Left-hand drive and vehicle identification

Notification No. 120/2025 requires ordinary passenger cars, trucks, buses, fire engines and ambulances to be left-hand drive. Check the actual vehicle and record its VIN, engine number, manufacture year, engine capacity, powertrain and intended use in the vehicle file. Import approval is still required for vehicles that meet the year limit. Ministry of Commerce Notification No. 120/2025

2. RTAD inspection and first registration

The Road Transport Administration Department (RTAD) checks the vehicle's identity, compares it with the documents, inspects it and processes registration and plates. Costs include initial registration, inspection, third-party insurance and other applicable vehicle charges. These steps remain necessary after customs release. RTAD initial vehicle registration procedure

3. Inspect the car before shipment

For the purchase inspection, check the brakes, steering, lights, tyres, chassis, engine condition and mileage. Record any signs of accident damage, flooding or fire. Keep photographs of the VIN plate, manufacture-year markings and all sides of the vehicle, and pass them to the buyer with the vehicle file. This is a recommended purchase check; RTAD's registration inspection is a separate procedure.

4. Duties, taxes and landed cost

1. Identify the vehicle type and HS code

Vehicle category

HS heading or subheading

Details required

Passenger vehicles

87.03

Seating capacity, body type, powertrain, engine capacity, and whether supplied as a complete vehicle or assembly kit

Vehicles designed to carry 10 or more persons, including the driver

87.02

Total seating capacity, powertrain, and whether supplied as a complete vehicle or assembly kit

Goods vehicles

87.04

Intended use, powertrain, maximum gross vehicle weight, and whether supplied as a complete vehicle or assembly kit

Battery electric passenger vehicles

8703.80

Confirmation of battery electric propulsion, vehicle type and full tariff subheading

These headings identify the classification range. The customs declaration must use the full applicable tariff code. The 30%/40% comparison and 1,800cc example below use the standard tariff for petrol sedans imported as completely built-up vehicles (CBU). The example does not apply to trucks, buses, hybrids or battery electric vehicles. Myanmar Customs Tariff, Chapter 87

2. Standard rates and scope

The following rates apply to standard petrol sedans imported as CBU vehicles, before any preferential tariff or special exemption. Do not use this table for trucks, buses, hybrids or electric vehicles.

Engine capacity

Customs duty

Specific Goods Tax (SGT)

Up to 1,500cc

2,001–4,000cc

40%

30%

4,001cc and above

40%

50%

Ordinary taxable imports also incur 5% Commercial Tax (CT) and 2% Advance Income Tax (AIT). AIT is an income tax prepayment. Show it separately as a cash outlay, rather than treating it as an additional final income tax rate. Customs duty rates come from the official tariff; SGT and CT follow the annual tax law effective from 1 April 2026. Customs Tariff, page 654 onwards, Union Taxation Law 2026, Notification 38/2019 on Advance Income Tax

3. Calculate the taxes in order

Do not simply add 30% + 10% + 5% + 2%. Each tax has its own calculation base:

  • Customs duty = customs-assessed CIF value × duty rate.

  • Landed Value = customs-assessed CIF value + customs duty + unloading charges.

  • SGT = Landed Value × SGT rate.

  • CT = (Landed Value + SGT) × 5%.

  • AIT = customs-assessed value × 2%.

The statutory definition of Landed Value includes customs duty and unloading charges, so it is higher than CIF alone. Specific Goods Tax Law, section 3(j), Commercial Tax Law, section 3(j)

4. Worked import cost example

Take a used 1,800cc petrol-only sedan under HS 8703.23.55.00, with standard customs duty of 30%. Assume a customs-assessed CIF value of US$10,000 and unloading charges of US$100:

Item

Calculation

Amount

Customs duty

10,000 × 30%

US$3,000

SGT

(10,000 + 3,000 + 100) × 10%

US$1,310

CT

(13,100 + 1,310) × 5%

US$720.50

AIT

10,000 × 2%

US$200

Total of the four taxes

US$5,230.50

CIF + unloading charges + these taxes

US$15,330.50

US$15,330.50 is not the full on-road cost. Other port charges, agent fees, inland transport and RTAD registration fees remain to be added.

5. Assembly concessions and battery electric vehicle rates

Tax concessions for local SKD/CKD assembly do not apply to imported used CBU vehicles. Customs Notification 39/2025

CBU battery electric passenger vehicles are not fully tax-exempt. Customs duty is 5% from 1 April 2026 to 31 March 2027. The 2026 tax law also imposes SGT of 5% and CT of 5%, with AIT of 2% applying to ordinary imports. These tax rates do not establish import eligibility for used BEVs. Customs Notification 45/2026, Union Taxation Law 2026

6. Chinese origin and preferential tariffs

To claim ASEAN–China Free Trade Area (ACFTA) preferences, use a Form E certificate of origin. For RCEP preferences, use proof of origin accepted under that agreement. The vehicle must meet the chosen agreement's rules of origin, tariff concession schedule and documentary requirements. Shipment from China, previous registration in China or a Chinese brand name does not, by itself, establish originating status. Myanmar Ministry of Commerce: Rules of Origin

This guide calculates duty on the standard 1,800cc petrol sedan at 30%, without deducting any preferential tariff benefit. A preference claim must match the current full HS tariff code. Do not apply an old preferential rate merely because the numerical code is the same. Myanmar's Notification 20/2024 converted the ACFTA tariff schedule to HS 2022, effective from 1 April 2024. Customs Notification 20/2024

7. Documents to support customs valuation

Myanmar's official import guide uses the actual transaction value as the basis for valuation. If that value cannot be established, Customs applies subsequent valuation methods. The invoice amount is not automatically accepted as the final taxable value. Myanmar National Trade Portal: Classification and Value

For each vehicle, retain the sales contract, commercial invoice, payment records, freight and insurance documents. Use the VIN to link these to the model, specification and condition records. Keep the actual transaction figures consistent across all documents for the shipment.

8. Budget for the full landed cost

Cost stage

Items to include

Purchase and export from China

Vehicle price, domestic transport, export inspection, export formalities and loading-port charges

International transport

Ocean freight, cargo insurance and any transhipment charges

Customs clearance in Myanmar

Customs duty, SGT, CT, AIT, unloading, port charges, customs broker fees and any storage charges

Delivery after clearance

Inland transport, RTAD inspection and registration, third-party insurance and other applicable charges

CIF already includes international freight and insurance. Do not count them twice. The US$15,330.50 example above also includes the assumed US$100 unloading charge; add only costs that have not yet been included.

5. Before shipment and transhipment

1. Chinese exporter approval, vehicle registration and inspection

The Chinese used-car exporter handling the shipment must have approval from the provincial commerce authority and apply for the export licence in its own name. It must first register the vehicle under China's "transfer pending export" status, then apply for the licence. The owner named on the vehicle registration certificate must be the exporting company.

Export application document

Requirement

Export contract

Include after-sales service terms

Vehicle registration certificate

Vehicle and owner details must match the export licence application

Third-party inspection report and inspection body's declaration

Passenger cars must be inspected to WM/T 8-2022; commercial vehicles and trailers to WM/T 9-2022

Declaration of compliance with destination requirements

Bear the exporter's company seal and declare that the vehicle meets Myanmar's entry requirements

Export licence application

Accurately state the VIN, make, model and other vehicle details

The Chinese exporter must apply to deregister the vehicle within two months of export customs clearance. Put the delivery deadline for the deregistration certificate in the contract so that the buyer has it for RTAD registration in Myanmar. China's Ministry of Commerce and four other departments, Announcement No. 6 of 2024

2. China's new 180-day export requirement from 2026

From 1 January 2026, an export application made within 180 days of a vehicle's registration, including day 180, must include the manufacturer's After-sales Repair Service Confirmation, issued and stamped by the vehicle manufacturer. This confirmation must identify the destination country, the vehicle and the after-sales service outlets. No export licence will be issued without it.

The make, model, registration date and date of transfer pending export stated in the export licence must match the vehicle registration certificate. China's requirement uses the registration date; Myanmar's annual vehicle entry rules use the manufacture year. Both requirements must be met separately. Notice Shang Mao Han [2025] No. 648

3. Myanmar importer registration and shipment approval

Commercial imports must be handled by an importer that has completed both company registration and exporter/importer registration. Import licences are applied for through TradeNet 2.0, while customs declarations are submitted through MACCS. Company registration, exporter/importer registration and the import licence for the vehicle shipment are separate documents and cannot replace one another. Myanmar Ministry of Commerce import guide

The licence must be obtained before the goods arrive. From 1 July 2024, the authorities have enforced penalties on goods arriving at port without the required licence. Do not plan to obtain the licence after the shipment arrives. Ministry of Information notice on licensing before arrival

4. Transhipment through Singapore

The following rules cover transhipment through Singapore. They do not cover importing the vehicles for sale in Singapore:

Situation

Singapore requirement

Non-controlled goods transhipping within the same Free Trade Zone (FTZ)

No transhipment permit required

Transfer between two FTZs under a through bill of lading

A TTI transhipment permit is required

Goods meeting the conditions for transhipment

No Singapore customs duty or GST

Movement through checkpoints

Provide the permit, invoice, bill of lading and packing list; containers must be sealed and delivered within the required time limits

The local transhipment agent arranges the relevant permits. Transhipping through a third country does not replace Myanmar import approval or relax Myanmar's manufacture year and left-hand-drive requirements. Singapore Customs transhipment permit types, transhipment procedures and documents

6. Customs clearance at Yangon and Thilawa

1. Destination port and discharge terminal

The destination is the Yangon port area, which comprises Yangon Inner Harbour and Thilawa Outer Harbour. The destination port on the bill of lading, the manifest, import approval and declared route must be consistent. The discharge terminal depends on the vessel's berthing arrangements. Myanma Port Authority port information

2. Main systems, authorities and release documents

System, authority or document

Role in the import process

Ministry of Commerce, Department of Trade / TradeNet 2.0

Exporter/importer registration and import licence applications

Myanmar Customs / MACCS

Import declarations, classification, valuation, taxes, document checks, inspections and release

Port authority, carriers and their agents

Port operations, manifests and cargo collection documents

RTAD

Vehicle inspection, initial registration and registration documents and plates

Licence applications and customs declarations are separate stages: TradeNet 2.0 handles licensing, while MACCS handles customs clearance. Ministry of Commerce import guide, Myanmar Customs Fifth Time Release Study

In the Myanmar seaport procedure referenced in this guide, SAD means Shipping Agency Department, which handles manifests and D/O. Myanmar's electronic customs declarations use MACCS. Once customs releases the goods, the importer obtains the RO (Release Order), then the DL (Delivery List) from the terminal. Myanmar Customs Fifth Time Release Study, pages iii and 3–4

3. Steps from shipment to registration

  1. Complete importer registration and obtain import approval for the shipment. Check the vehicle category, manufacture year, quantity and licence conditions.

  2. Prepare the vehicle, transaction and export documents, then arrange sea freight.

  3. The shipping line submits the manifest. Arrange the D/O on arrival.

  4. Submit the import declaration in MACCS and complete valuation, document checks and any required physical inspection.

  5. Pay the taxes, obtain the RO, then obtain the terminal's DL to collect the vehicles.

  6. Take the vehicles to RTAD for inspection and initial registration. Pay registration, inspection, third-party insurance and related vehicle charges, then obtain the registration documents and plates.

7. Documents for clearance and registration

1. Full document checklist

Stage

Documents or information to prepare

Importer eligibility

Company registration, exporter/importer registration, MACCS exporter/importer code and customs declaration authorisation; vehicle sales centre or showroom approval documents required by the approved import channel

Import approval

Valid Import Licence / Import Permit, plus any recommendation or approval documents required by its conditions

Transaction and valuation

Commercial invoice, sales contract, freight and insurance information

Transport

Bill of lading (B/L) and packing list; arrange the D/O after arrival

Individual vehicle identification

VIN/chassis number, engine number, make and model, manufacture year, engine capacity, fuel type and steering wheel position

Used-vehicle registration

De-registration Certificate from the original country or jurisdiction of registration; retain the original registration documents and evidence of the manufacture year

Customs declaration

MACCS electronic import declaration; the official import guide lists the CUSDEC-1 import declaration and CUSDEC-4 valuation declaration

Collection and initial registration

Customs RO and terminal DL; the import declaration, Custom Statement, temporary registration document and applicant identification required by RTAD

Chassis numbers and vehicle specifications must match across invoices, vehicle documents, import licences and declarations. This is a document checklist for the full import and registration process; it does not mean that every document must be uploaded again to the same system. Customs import document checklist, Myanmar Trade Portal import guide, RTAD initial vehicle registration requirements

2. Organise documents by handover stage

Stage

Document package and actions

Before shipment

Import licence, contract, commercial invoice, packing list, vehicle identification and manufacture year records; Chinese export licence, inspection documents and the manufacturer's after-sales confirmation where applicable

Arrival and customs clearance

Final bill of lading, D/O, import licence, MACCS declaration and valuation documents, transaction evidence and freight and insurance records; retain the RO and DL after paying taxes

Registration after collection

Deregistration certificate from the original place of registration, import declaration, Custom Statement, temporary registration document and applicant identification; vehicles sold through sales centres also require proof of purchase and a registration application

Arrange delivery of the deregistration certificate in time for RTAD registration. The contract should name the responsible party and the delivery date. Under China's procedure, the exporter applies for deregistration after export customs clearance. The certificate therefore does not always have to be ready before shipment. China's used-car export and deregistration rules, RTAD registration document requirements

8. Checks before signing and paying

Use this list before committing to the purchase. For documents issued later, agree who will obtain them and when they will be delivered.

  1. Confirm the Myanmar importer and the permit application process. The contract should require import approval before shipment.

  2. Check that ordinary passenger cars were manufactured in 2025 or 2026 and are left-hand drive.

  3. Match the VIN, engine number, model, engine capacity and powertrain against the vehicle documents.

  4. Count the days between registration in China and the export licence application. For vehicles within 180 days of registration, including day 180, arrange the manufacturer's after-sales confirmation.

  5. Check the Chinese exporter's authorisation and agree responsibility and deadlines for registration under "transfer pending export" status, inspection and the export licence.

  6. Confirm the full HS code and calculate taxes for the actual vehicle and powertrain. Keep standard and preferential tariff assumptions separate.

  7. If claiming preferential duty, include the required proof of origin and transport documents in the document package.

  8. Check the sale price, freight, insurance and condition records. Retain proof of payment once payment has been made.

  9. Agree the consignee, destination port and delivery terms, and assign someone to check the VINs, quantity and draft bill of lading. Arrange transhipment documents if needed.

  10. Budget for port handling, storage, the customs broker, inland transport, registration and insurance.

  11. Set delivery dates for the original registration records, deregistration certificate and final export documents.

  12. Assign responsibility for clearance, collection, RTAD inspection and registration.

9. Common mistakes

Assumption

What the buyer needs to check

First registration in 2025 makes a car eligible for import in 2026

Check manufacture year. A car built in 2024 and registered in 2025 fails the year requirement

A dealer buying for resale can use the commercial-vehicle year limits

Classification follows vehicle use. An ordinary sedan remains a passenger car

A qualifying manufacture year and left-hand drive are enough to ship

Obtain the relevant import approval before dispatch

A recently registered car can leave China as long as Myanmar allows it

China's requirement for the manufacturer's after-sales confirmation also applies to vehicles within 180 days of registration, including day 180

Shipment from China or a Chinese brand automatically means zero duty

Check origin, the applicable tariff schedule, supporting proof and transport conditions

Adding the four tax rates gives the total tax burden

Calculate each tax on its own base and record AIT separately as an income-tax prepayment

MACCS release means the car is ready for the road

Complete collection, RTAD inspection, registration and insurance

The original registration document replaces a deregistration certificate

RTAD lists a deregistration certificate for used vehicles; arrange both documents

10. Working with the Chinese supplier

Keep a shared vehicle register with one entry for each VIN. Use it to track the car through purchase, export, customs clearance and registration. This is a practical handover record, not an additional statutory form.

Information or document

Conclusion

Plan the purchase around import approval and vehicle eligibility, a tax budget supported by complete documents, and customs clearance followed by registration. Ordinary passenger cars must have been manufactured in 2025 or 2026 and be left-hand drive. Calculate each tax on the customs-assessed value and the relevant tax base, then add port charges, transport and registration costs. Keep vehicle details consistent across the documents, complete MACCS clearance and collection, and arrange RTAD inspection and registration.

If you import or sell used cars in Myanmar and source vehicles from China, WeipuGlobal can prepare a vehicle list and export documents based on your required models, quantities, manufacture years, powertrains and delivery terms for Yangon or Thilawa. Before signing or paying, have your Myanmar customs broker check the import permit, VINs, manufacture years, steering position, HS codes, customs values and taxes, along with the documents needed for MACCS clearance and RTAD registration.
