Ghana Vehicle Import Eligibility & Clearance Process
I. Vehicle Import Eligibility Requirements (Cars, Pick-ups & EVs)
Before shipping vehicles to Ghana, ensure they meet the import compliance standards set by Ghana Revenue Authority (GRA) and customs and transportation laws:
1. Steering Position Requirement
Mandatory Left-Hand Drive (LHD): Ghana drives on the right side of the road. All imported passenger cars, SUVs, pick-ups, and electric vehicles must be Left-Hand Drive.
Right-Hand Drive (RHD) Restriction: RHD vehicles are strictly prohibited from standard import clearance.
2. Vehicle Age Limit & Overage Threshold
Optimal Import Age: 0–10 years (calculated as Import Year minus Year of Manufacture).
Overage Rules: Used vehicles over 10 years old are allowed but incur a stepped Overage Penalty. Vehicles over 15 years old face steep penalties or strict import restrictions.
II. Required Clearance Documents
Importers or clearing agents must submit the following original documents to Ghana Customs:
1. Bill of Lading / Waybill: Containing full shipment and consignee details.
2. Vehicle Title / Certificate of Ownership: Proof of legal origin and ownership.
3. Commercial Invoice & Packing List: Used for customs valuation and vehicle verification.
III. Step-by-Step Clearance Process
1. ICUMS Pre-Manifest & Declaration
Enter vehicle details (VIN/Chassis Number, Make, Model, and Year of Manufacture) into the Integrated Customs Management System (ICUMS) before arrival.
2. Customs Valuation & Assessment
Customs calculates the CIF value and generates an official Duty Assessment Notice.
3. Tax Payment
You need to pay duties and administrative charges via authorized partner banks or the ICUMS online portal.
4. Physical Inspection & Release
Customs officers perform physical checks at the port (verifying VIN, engine condition, and specifications) and issue a Customs Release Certificate.
5. Port Cargo Delivery & Registration
Pay local shipping line fees and terminal handling charges (THC) to exit the port, followed by DVLA (Driver and Vehicle Licensing Authority) local registration.
